Rebia to visit assembly building site

ITANAGAR, June 03: The new Speaker of Arunachal legislative assembly Nabam Rebia will visit construction site of new assembly building at Itanagar on 5th June. While talking to journalists after being elected Speaker, Rebia informed that he will make field visit to get first hand information about progress of work.

The construction of legislative assembly building has been delayed and it has already missed dateline of completion. Recently the construction agency of assembly building had alleged that due to non-release of payment by assembly secretariat the work has been delayed.

 

Load restriction lifted

ITANAGAR, June 03: The load restriction order issued by the power department on April 1, 2014 has been lifted with immediate effect subject to short notice restrictions by SLDC, Department of Power, according to a Vidyut Bhawan release.

The restriction has been lifted following improvement in power generation by central power stations.

All the divisions under DoP connected to the grid are asked to keep co¬ordination with SLDC for grid stability.

 

ACS demands action against irregular doctors

ITANAGAR, June 03: Arunachal Civil Society (ACS), in a release, demanded immediate cancellation of license issued to serving doctors to run private clinics.

Alleging that some serving doctors seem more interested in their private clinics instead of performing their assigned duties, ACS urged the competent authority to look into the matter seriously for the sake of poor patients.

The Society, however, said has no say in running private clinic by non-government/non-serving doctors.

 

AAPLU appeals for releasing laborers’ salary

ITANAGAR, June 03: The All Arunachal Pradesh Labour Union (AAPLU), in a letter to the Chief Conservator of Forest, (CCF) to do the needful for early release of salary of the labourers of Social Forestry Division here.

According to AAPLU, the poor labourers are facing hardship due to non-release of salary for the last three months.

 

Appeal for early payment of LTS bills

ITANAGAR, June 3: While referring to the FIR filed earlier against ‘unauthorized withdrawal’ of land transport subsidy works bills, one Tarh Kuyu (Tugung) has reiterated his demand for payment of the HTS bills at the earliest.

In a letter written to Chief Secretary, Food and Civil Supply secretary and Director, Kuyu said that four LTS bills amounting to Rs 24.51 crore was sanctioned by the Govt after all codal formalities from  the department of food and civil supplies. “But unfortunately and under dubious circumstances, the entire payment was made to an unknown person and not to the genuine power of attorney holder,”   the letter said.

Alleging fraudulent withdrawal of LTS bills from the directorate of food and civil supply department, Kuyu further said that no tangible action has been initiated against the ‘erring officials’   for immediate recouping of the money despite an FIR was lodged earlier.

Stating that he was facing untold financial hardship and mental agony, Kuyu urged the Govt to initiate steps for repayment of the LTS bills amount within a fortnight.

 

Society oppose the move

ITANAGAR, June 03: Few members claiming to represent Topo Welfare Society has opposed the move of merging the clan into Tagin tribe and stated that as per history they are descendant of Ato Nito who was the one of the sons of Galo. Further they added that if any member of the clan wishes to join or embrace any other tribe, it shall be exclusively the desire of an individual.

 

People for eviction against illegal structures

ITANAGAR, June 3: Ward Committee members, senior citizens, intellectuals, Church Pastors, Govt staff, business communities, youths, students and general public under the 26 Ward Itanagar Municipal Council unanimously  adopted a resolution in favour of sector-wise eviction drive under the supervision of a magistrate against illegal encroachment on roads and drains.

Eviction drive should be conduced without considering permanent or temporary structures or buildings, which were  illegally constructed encroaching the road side and drains. All the public will extend full co - operation with the magistrate, said the members present in a meeting held yesterday at Govt. Middle School, G - sector, Naharlagun under the Chairmanship of Bokar Basar, Chief Municipal Executive Officer, IMC.

Other important resolutions were also adopted in the meeting prohibiting selling and consuming of illicit  substances like drugs,  and  selling of alcohol, local Apong within the 26 Ward area.  Actions will be taken against the violators of order being issued to keep the sector neat and clean, according to a release.

 

AAPTWA against creation of Patkai and Mon Autonomous councils

ITANAGAR, June 3: The All Arunachal Pradesh Tribal Welfare Association (AAPTWA) has opposed to the creation of Mon and Patkai Autonomous district councils in the state.

In its letter submitted to the chief minister, it said, Arunachal Pradesh is predominantly a tribal state in the union of India. This tribal area was known as NEFA and after attaining the status of the union territory during the year of 1972, GoI had granted full fledged state status in the year 1987.

The total membership of the legislative assembly consists of 60 legislators from different community to look after the local development in our state through MLA LAD, SPA, BRGF, BADP with various central sponsored schemes. Besides, tribal people of the state even exercise local self government through Panchayat Raj Institution. A separate department for Tirap and Changlang has also been created, the letter read.

It feared that the decision to grant the creations of the two autonomous councils will divide the entire state.

 

Staff of Art and Culture deptt. bid farewell to retiring officers

ITANAGAR, June 03: The staff of the Directorate of Art and Culture organized a function in the office chamber of Director yesterday to say good bye to N. Namchoom, Administrative Officer and S. Ali, Assistant, who retired on May 31after attaining the age of superannuation.

Namchoom joined the directorate as a UDC in 1986 and rose to the post of Administrative Officer. It was he, who initially dealt the Employment Exchange matters. It is pertaining to mention here that the Employment Exchange was dealt by the Art and Culture Department until 1988. He has contributed a lot in the growth of Employment Exchange Department in the state.

Ali joined as VLW (Sr.) in the Agriculture Department in 1981 and later joined in Art and Culture Department in 1992 as Assistant. He remained in the present post until retirement.

R. Ronya, Director Art and Culture, who presided over the farewell function, expressed the hope that the tribal employees must have learnt a lot from the retiring officer otherwise the day is not far when no tribal staff will be able to prepare pay bills/ pension bills etc. He also prayed to almighty Donyr Polo to bless the retiring officer to lead a happy and prosperous post-retirement life.

The function was organized under the initiative of Joint Director of the department Jomnya Siram.

The farewell function came to an end after presentations to the retiring officers.

 

AAPYO team  calls on BSNL GM

ITANAGAR, June 03: Anticipating an indefinite bandh call reportedly proposed by Toru Circle Students' Union regarding no GSM connectivity at Kheel area under Toru circle, the All Arunachal Pradesh Youth Organization (AAPYO) president Biri Joy along with its spokesperson Kaling Tasing today met General Manager Telecom G Nageswara Rao at BSNL office here.

During the meeting, the AAPYO president submitted a memorandum informing Rao of the hardship faced by the people of Kheel due to non connectivity in the area and also informed that a tower has already been erected in the area but is still not operational.

"A bandh call may further delay the process and may create misunderstanding among the civil society, so it's important that such situation be averted if possible", Joy said.

Rao while stating that “Kheel is a strategic point and is on their top priority list”, informed that under phase six project, GSM connectivity was supposed to be installed there but as its tender was cancelled, it could not be materialised. He also informed that phase seven project has already been initiated but will take another six to eight months for completion.

Upon earnest request from the AAPYO, Rao assured that they will try to install equipments for micro-link connectivity within one and half month period on temporary basis. And after the completion of Trans National Highway, optical fibres will be laid for a permanent solution.

AAPYO on its part assured that it will try to prompt talk with the Toru Circle Students' Union so that bandh call can be avoided for the common benefit of the masses. However, AAPYO cautioned that it will take democratic actions against BSNL at every district if the authority fails to comply with its assurance within one month period from today.

 

Rijiju expresses concern at Bomdila incident

NEW DELHI, June 03: Union Minister of State for Home Affairs Kiren Rijiju today expressed deep concern at the unfortunate Bomdila incident in Arunachal Pradesh where a group of unruly mob on May 27 last had damaged the vehicles of three MLAs of Tawang district during the last rites of Rev TG Rinpoche.

Rinpoche, an internationally reputed monk and close aide of His Holiness Dalai Lama who represented Arunachal Pradesh state assembly for three terms from Lumla seat, had died in New Delhi recently.

“Attacks during such a somber occasion could be the outcome of instigation of the youths by some vested interest group that resulted in social tension,” Rijiju told this correspondent at his North Block office here.

“Arunachalees being peace loving by nature should adopt and reflect peace in their actions,” he said with conviction.

When asked if he would like to conduct a special probe to unravel the truth behind the death which has created lot of misgivings, he said that the Delhi Police have been doing its job and he would seek a report on the issue.

When he said that the state government must have taken the measures, he was told that a committee to inquire into the incident was instituted.

 

AdiSU appeals for induction of Tayeng as cabinet minister

ITANAGAR, June 3: Adi Students’ Union (AdiSU) in a letter to Chief Minister appealed for induction of legislator Lombo Tayeng as one of the state cabinet minister.

The AdiSU said that there were two cabinet ministers from Adi community in the previous state government, so we hope along with Tapang Taloh, the people friendly state government will induct one of the senior most congress leaders of the state Lombo Tayeng in the cabinet berth.

 

Fire renders 13 families homeless

DAPORIJO, June 03: Seven dwelling houses were devastated and 13 families rendered homeless in fire that broke out at DST Colony near airfield here this morning at around 7.30 am.

Fire brigade rushed to the spot and brought the flames under control before it spread further.

As per preliminary assessment, properties worth over Rs. 40 lakh were destroyed in the fire.

The cause of the fire is yet to be confirmed.

Meanwhile, newly elected local MLA Dikto Yekar provided immediate relief like rice, blanket and utensils to the fire victims.

 

CYO bats for price regulation

ITANAGAR, June 03: The Capital Youth Organization (CYO) called on director Legal Metrology & Consumer Affair at his office chamber in Naharlagun and urged him to regulate the price of essential commodities. CYO claimed that shopkeepers in the Capital Complex are charging exorbitantly higher rate than the retail prices in every essential commodity such as cold drink, vegetables and other edible items. CYO also requested the director to prohibit illegal practice of hiking prices of commodities and punished the defaulters. The organization also sought for proper checking of license of the retailer and to create awareness among consumers about their basic rights.

 

Clarification

ITANAGAR, June 03: The Executive Engineer (E) of Capital Electrical Division, Department of Power today clarified that there was no power cut/load shedding in other area of Itanagar township except Vivek Vihar and central power house area.   The EE was  reacting to the  news item “Power crisis grips state Capital” which appeared in this daily of 3rd June edition wherein it was stated that the power department had carried out massive load shedding in Capital complex adding   some parts of capital  witnessed  power cut lasting upto 5 to 6 hours.

In its clarification,  the EE further said that “due to technical reasons at Chandernagar 33/11 kV Sub-Station, there was a power cut to Vivek Vihar area from 7:20 pm to 8:00 pm and 8:45 pm to 9:30 pm and Central power house area including in and around Arunachal Pradesh Civil Secretariat area from 8:00 pm to 8:45 pm and 9:30 to 10:00 pm only. Therefore, there was a power cut for 1 hour 25 minutes to Vivek Vihar area and 1 hour 15 minutes to Central Power House including in and around Arunachal Pradesh Civil Secretariat area in two different time slots as mentioned above.”

Loyalists get plum portfolios in Tuki ministry

ITANAGAR, June 03: The cabinet portfolios were today allocated to 9 ministers who were sworn-in on June 1. They are as follows : Tanga Byaling - home (excluding vigilance), power (electrical) and Non-conventional resource energy, Chowna Mein - Agriculture Horticulture and Animal Husbandry & Dairy Development, Kalikho Pul - Health & Family Welfare, Social Justice Empowerment & Tribal Affairs, Women & Child Development and Parliament Affairs, Kamlung Mossang - Food & Civil Supplies, Geology & Mining, Water Resource Department, Tapang Taloh  - Education, Libraries, Textiles, Handloom and Handicrafts, Pema Khandu  - Tourism, Urban Development, Town Planning, Housing, Art & Culture and Municipal Affairs, Gojen Gadi - PWD, Kumar Waii RWD and Takam Pario PHE.

Interestingly Chief Minister Nabam Tuki has retained important departments like finance and planning. He will also be holding charges of all the departments which has not been assigned to any ministers. Nabam Tuki gave plum portfolios to the ministers Tanga Byaling, Tapang Taloh, Kamlung Mossang and Gojen Gadi who are considered to be his trusted loyalists. Anjaw MLA and senior Congress leader Kalikho Pul also made sort of comeback by bagging coveted health ministry. Pul did not feature in the first few years of Tuki cabinet as he was considered to be from opposite camp and was only inducted just before assembly was dissolved.

As per the sources, over the last few months relation between Pul and Tuki improved considerably due to which he got such huge portfolios. On the other hand Namsai MLA Chowna Mein once the no. 2 of Tuki cabinet, who was dropped from cabinet days before assembly was dissolved, has been assigned Agriculture Horticulture and Animal Husbandry department. In the Arunachal context these departments are considered to be not so plum and are seen as punishment assignment. In the previous Tuki government, Mein was minister for finance and planning.

 

 

Rebia is new Speaker, T N Thongdok his deputy

ITANAGAR, June 03: Congress leader Nabam Rebia was today elected as the new Speaker of the sixth legislative assembly. Rebia who was declared winner unopposed from 14th Doimukh assembly constituency is a two time Rajya Sabha MP and was parliamentary secretary for planning cum government spokespersons in previous government. Rupa-Kalaktang MLA T N Thongdok was elected as Deputy Speaker.

52 year-old Rebia was born at Ompuli village under Toru circle of Papum Pare district. Before joining politics, he was an active student leader and was president of AAPSU in the 80s. In 2009 he entered state assembly by winning from 14th Doimukh assembly constituency and managed to win again this time.

While addressing the house, Rebia promised to uphold true spirit of democracy as speaker. “I seek cooperation of every member to smoothly conduct the proceeding of assembly,” said Rebia. He also believed that presence of healthy number in opposition bench is great for democracy and will make government accountable in every field. Chief Minister Nabam Tuki led the house in congratulating both Speaker and Deputy Speaker. BLP leader and former speaker Tamiyo Taga while congratulating the new Speaker emphasized that Speaker should be impartial and avoid political affiliation after assuming the office.

Earlier principal opposition party BJP named Aalo West MLA Er Tumke Bagra as candidate for deputy speaker. However Er Bagra later withdrew his nomination paving way for election of T N Thongdok as new deputy speaker. Explaining the reason behind putting up of candidature for deputy speaker post, MLA Bagra said, “Usually in Lokh Sabha as well as in other states, opposition parties are given opportunity to occupy the post of deputy speaker. We expected that Congress party will follow same formula and will leave deputy speaker for BJP. But they did not relent. I have great respect for T N Thongdok and therefore withdrew the nomination. ”  PPA leader of the house Passang Dorjee Sona also advocated for following similar formula and expressed hope that new deputy speaker will play big role in running of Assembly. BJP MLA Japu Deru termed election of TN Thongdok to the post of deputy speaker as watershed movement for people of Kameng belt. “For many years MLAs hailing from Kameng region could not occupy important post. But justice has been done finally with Thongdok being elected as Deputy Speaker,” said Japu Deru. He further hoped that ruling Congress will cooperate in similar manner the way BJP extended cooperation by withdrawing candidature for deputy speaker. MLAs P. Bage, Mutchu Mithi, Kento Rina spoke on the occasion.

Meanwhile the people of Doimukh assembly constituency have expressed joy over election of Nabam Rebia as new speaker. Tana Tahin, BCC President on behalf of the people of Doimukh assembly constituency stated that due to faith shown by Chief Minister Nabam Tuki and APCC President Mukut Mithi, Rebia has been elected unanimously.

 

 

Governor, CM mourn death of Union Minister

Itanagar, June 03:  Union rural development minister Gopinath Munde on Tuesday died of multiple internal injuries and cardiac arrest suffered following a road accident in central Delhi early in the morning.

64-year-old Munde, who made his entry into the Union Cabinet for the first time last week, was on his way to the airport when his Maruti Suzuki SX4 car was hit by a Tata Indica car at Prithviraj Road-Tughlak Road intersection in the heart of the capital.

Munde was taken to AIIMS trauma centre at 6.30am by his personal assistant and driver and was declared dead at 7.20am.

The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma and Chief Minister Nabam Tuki today expressed shock  and grief over untimely demise of Gopinath Pandurang Munde, Union Minister and a dynamic National leader.

The Governor conveyed heartfelt condolences to the bereaved family on behalf of people of Arunachal Pradesh and prayed for eternal peace of the departed soul.

In his condolence letter to Pradnya Munde, wife of Late Gopinath Pandurang Munde the Governor said that Late Munde was a committed leader who constantly worked for the Nation and for the cause of the weaker sections of the society. His contributions to the State of Maharashtra and the Nation will always be remembered by the people of the country.

The Governor further said that in his passing away, people of the country have lost a distinguished political personality and it has caused an irreparable loss to the Nation.

In a condolence message to the bereaved wife Pradnya Munde, Tuki said that in his death, the nation has lost a veteran BJP leader, who served the country in different capacities.  Besides, proving his calibre in governance by holding the post of Deputy Chief Minister of Maharashtra, Late Gopinath Munde was Deputy Leader of opposition in 15th Lok Sabha. He made his entry in the Union cabinet for the first time this year after 2014 Lok sabha elections.  

The OBC face of BJP, Late Gopinath Munde, who hailed from a poor family, was a grass root leader and a dedicated social worker who tirelessly worked for the backward classes and farmers of the country. “It pains my heart to write to you at this moment of extreme grief. I humbly endure to share with you the saddest times of your life though I know that it would be hard to do so and ease the pain you and your family are going through,” the Chief Minister said in his message and extended solidarity on behalf of the people of Arunachal Pradesh with the bereaved family members.

The leaders and workers of state BJP have deeply mourned the tragic demise of Union Minister for Rural Development and Panchayat Raj Gopinath Munde in a car accident in New Delhi today morning.

“I am deeply shocked and saddened by untimely demise of Munde at the peak of his political career, His death is a big blow not only to the party but also entire nation. The vacuum created by his death in the country’s political field, particularly Maharashtra, will be difficult to fill,” said state BJP president Tai Tagak  in a condolence message.

Munde was known as messiah of the poor and underprivileged. Hailing from backward Banjara community from Maharashtra, he served the nation in various capacities. He was also deputy chief minister of Maharashtra and elected twice as the Member of Parliament, Tagak informed.

A true patriot, great statesman and politician par excellence, Munde’s death is a great loss for the country, Tagak said.

The party leaders and workers in a condolence meeting in the party headquarters here today observed two minutes silence as a mark of respect to late Munde and prayed to almighty to rest his departed soul in eternal peace.

 

 

Governor exhorts MLAs to respect people’s mandate

ITANAGAR, June 03: Arunachal Pradesh Governor Lt Gen (Retd) Nirbhay Sharma today exhorted the newly elected legislators to respect the mandate given by the people of the state and work towards a prosperous and glorious Arunachal.

"The people of state have great hopes and expectations from this Assembly. When the world is today reduced to a global village, the need of the hour is to shun the politics of parochialism and ethnic identities and focus on the politics of development and unity," the Governor said in his address to the sixth legislative assembly.

He said, jointly capitalising on the strengths and overcoming the weaknesses of the state in a true spirit of camaraderie and teamwork could only achieve the goal.

The people, especially the youth yearn for a better future and the elected representatives should rise to their expectations, he said.

"Arunachal Pradesh is in a stage of transition.... I expect that each of you to anticipate the prospect that awaits our state, assess the gaps of each constituency and work on a road map that will be the guiding light to serve the people you represent for the next five years.

"Let us all pledge to be partners to build together a peaceful and prosperous state," he added.  Stating that his government was taking effective steps towards maintaining transparency and accountability in governance and administration by simplification of procedures in many areas, he said the new government would continue to accord the highest priorities to ensure that the concerns of the weakest person of the state to be addressed.

"It is a matter of pride for all of us that Arunachal Pradesh is the first state in the Northeast India to enact a law on Lokayukta.

With sincere commitment to bring in accountability and transparency of my government, I assure that very soon the Lokayukta shall be appointed," he said.

Highlighting the priority areas, Sharma informed that his government would accord topmost priority to the twin sectors of Health and Education.

"A policy of 'Zero Tolerance' to lapses will be adopted in these two sectors.

We have already launched the Chief Minister’s Universal Health Insurance scheme for attaining the objective of 'Good Health for All'.

Under this programme the benefit of insurance will be extended to 10 lakhs population of the state and will cover all categories of families including government servants," he said.

The focus on unemployment and the "Mission One Lakh Jobs" would be another priority area of the new government.

The beneficiary oriented state Flagship programmes have been very successful and therefore these programmes would continue, he added.

He further disclosed that special emphasis would be given in removing bottlenecks in the speedy implementation of all the projects in the state.

"Within these five years, my government will resolve to complete all the projects of the Prime Minister’s Package like Civil Secretariat building, Assembly Building, Railway line, Greenfield Airport, Trans Arunachal Highway, two lane roads to connect district headquarters, four lane highway connecting Hollongi-Itanagar-Banderdewa," he quipped.

Stating that Arunachal Pradesh had a legacy of being a peaceful state, he added that the government would make all out efforts in maintaining the law and order. PTI

 

 

AAPSU urges Govt. to introduce job quota for sportspersons in all depts.

ITANAGAR, June 03: All Arunachal Pradesh Students’ Union (AAPSU) has urged the state government to introduce five per cent job quota for meritorious sportsperson in all govt. departments.

Attending a T20 cricket tournament at Palin, Kurung Kumey district yesterday, AAPSU President, Kamta Lapung assured the union’s all support and cooperation for all genuine causes, including development of games & sports and promotion of talented sportspersons of the state.

Job reservation for meritorious sportspersons is currently implemented in three departments, namely Police, Sports and Youth Affairs and Forest.

Encouraging the youth of the district to take up sports seriously, Kamta said, “Playing sports not help one stay physically and mentally fit but also foster unity, brotherhood among people and develop the leadership quality, inculcate in them the sense of discipline.

Later, Kamta along with his team visited Late Kipa Kache Memorial Complex at Nyapin and decided to renovate the statue and its surrounding area. Kache was a dedicated student leader and gave supreme sacrifice for welfare of the students in particular and the state as a whole. His contribution towards the society would always be remembered, Kamta said.

The AAPSU president has also decided to conduct Martyrs Cup very soon in memory of AAPSU martyrs. The details of the tournament and its schedule will be declared after proper consultation with the executive members, he said.

Team also visited Phassang circle of Kurung Kumey district and took stock of the deplorable road condition and lack of infrastructure in the region.

While expressing concern over tardy progress of PMGSY works AAPSU urged the state government to expedite the construction of road works from Chayang Tajo to Phassang by using the required machineries.

 

 

Allegation of fund embezzlement not correct: EE

ITANAGAR, June 03: Reacting to a news item under the heading “Nodal dept. clarifies, shifts blame on……” published on May 28 issue of this daily, the executive engineer of Sangram PWD division, in a release, clarified that five out of the 10 hostel buildings sanctioned were completed and works of the four hostel buildings are near completion as 80 percent of the works have already been completed.

The completed hostel buildings are located at Govt. Middle School, Jamin, Govt. Middle School, Joru, Govt. Middle School, Pania, Govt. Middle School, Dui and Govt. Middle School, Amji. The hostel building which are nearing completion are located at Govt. Middle School, Yaglung, Govt. Middle School, Bangte, Govt. Middle School, Palin Town and Govt. Middle School, Jollang. Construction of the remaining one hostel building at Govt. Middle School, Langbia is yet to be started due to land dispute, the EE informed in a release, adding the hostel building will be taken up on release of next installment of fund by the nodal department.

“The department had decided not to go for double storey construction as all the schools are located in interior places and the topography of the localities were not suitable for double storey construction. However, the plinth area of the hostel buildings have been maintained same as that of the proposed double storey building to accommodate 40 students in each hostel,” the release said. Further, the completed hostel buildings have been verified by at least three officers from other departments on several occasions as per order of the state government, the release claimed.

“Hence, the allegation of fund embezzlement without execution of work is not correct. The department is ready to complete all the buildings on receipt of balance amount of fund from the nodal department,” the release added.

 

 

Thousands march in protest against Bomdila incident

LUMLA, June 03:   Thousands of people from Lumla marched and rallied today at Lumla to protest the attack on three MLAs of Tawang and vandalization of their vehicles during the last rites of Rev. TG Rinpoche at Bomdilaon May 27.

The attack on the democratically elected legislators is an attack on the citizen and the integrity of democracy, the protestor said.  

Demanding justice, BCC president Tsering Tashi said, “Unless a stern and a quick action is taken against these trouble mongers, they will be compelled to take leeway of the law.”

“Today’s rally is not a message of avenge to the barbaric act but a message that we want peace and tranquility in the region”, said Lumla ZPM Lobsang Younten.

After the mass rally, a memorandum signed by ZPMs, ASMs and other political functionaries was submitted to the Lumla ADC Lumla to be forwarded to the Government of Arunachal Pradesh.

The memorandum which read public resentment requested for exemplary punishment and arrest of the miscreants within the given time period.

Praying for early re-incarnation of Rinpoche in Mon-Region, former ZPM, Sang Norbu expressed that the demise of the dharma guru is a colossal loss to the entire Monpa community and the Buddhist around the world.

Amidst tight security geared by ADC Lumla and DSP Tawang, the rally witnessed participation from all sections of society.

 

 

Assembly mourns death of Munde, Tingkhatra, Teli and Rinpoche

ITANAGAR, June 03: The members of the Legislative Assembly today paid rich tribute to departed leaders - Union Minister Gopinath Munde and former ministers Newlai Tingkhatra, Techi Teli and T G Rinpoche. The House also observed two-minute silence as a mark of respect  to the departed leaders.

Expressing his sorrow, Chief Minister Nabam Tuki said that the untimely demise of the Union Minister for Rural Development Gopinath Munde this morning was a great loss for the country. Late Munde who belonged to OBC community had risen from grassroot level and in both social & political sphere contributed hugely for the society and nation building.

In his obituary reference CM also said  Late Techi Teli was a popular leader and represented 14 Doimukh consecutively for two terms. Tuki said that Late Teli was a student leader, social activist and public leader and was associated with number of organizations. Hailing from Jote village, he had held the charges of UD & Tax & Excise as minister.

Tuki while also paying his obituary reference to Late Newlai Tingkhatra said the he was good administrator, gifted with managerial skill, a wildlife lover, besides also a social worker, an able politician and a good human being. His contribution towards the community and state will always be remembered.

While paying his obituary reference to Rev. T.G. Rinpoche, Tuki said that Rev. Rinpoche was a doctorate of Buddhist Studies and also worked for development of mutual understanding and building relationships of various cultures and religions to promote and maintain peaceful co-existence and held various posts including post of Chairman of Dept. of Karmic Adhyatmic . Numerous Monasteries, stupas, cottage industries and educational  institutions in the Buddhist belt of West Kameng & Tawang bear testimony to his many accomplishments. Rev. Rinpoche had also received global accolades as an excellent social worker and a respected spiritual leader. CM said that Rev. Rinpoche was instrumental in introducing of Bodhi as third language in two districts of West Kameng & Tawang. He was an able minister and seasoned legislator, he added. Extending solidarity with the Buddhist community and the entire Himalayan region, he prayed for the eternal peace of the departed Spiritual Guru and former Minister.

Chowna mein, Pema Khandu, Tanga Byaling, Honchun Ngandam, Thanwang Wangham, P.D. Sona, Phosum Khimhun, Japu Deru, Wangki Lowang also paid their obituary references to the departed senior leaders and offered their heartfelt tributes to the departed leaders.

Students unions welcome constitution of High Level Committee on Railway Issues

ITANAGAR, June 03: While welcoming the constitution of the High Level Committee on Railway issues by the State Govt. to look into the affairs of Railways in regard to proper checking of ILP, construction of multipurpose bridge over Dikrong river in between Tigdo and Doimukh and reservation of job for local unemployed youths in Railway department, the All Nyishi Students’ Union (ANSU) and All Papum Pare District Students Union (APPDSU) urged the Committee to accelerate formulation of proper and everlasting mechanisms and recommend the charter of demands and submit report at the earliest in the greater interest of the common people.

The constitution of the high level committee is the outcome of joint memorandum cum ultimatum of seven days served by both ANSU and APPDSU to the Chief Secretary on April 28 subsequent discussion with the Chief Secretary, Capital Deputy Commissioner, IGP (Law & Order) and Under Secretary (Political Dept.) on May 7 at Banquet Hall regarding their demands, which included Formulation of proper mechanism and strict implementation of ILP checking system  as per Bengal Frontier Act, 1873 in order to check the illegal entry of outsiders into the state via train route, Reservation of job, especially in group C & D in NF Railway, Construction of multipurpose bridge over Dikrong river between Doimukh and Tigdo, according to an ANSU release.

Further, during the meeting, both ANSU and APPDSU expressed strong resentment over the repeated alleged ‘inaction’ and ‘irresponsible’ attitude shown by the state authority despite persistent pursuance in the form of memoranda and series of meetings, the release said.

Finally, the Naharlagun-Dekargaon train service was suspended on May 9.

We urge the high level committee to bring out fruitful and acceptable recommendation at the earliest to meet the charter of demands placed jointly by ANSU and APPDSU for betterment of common people,” the release added.

 

 

401 ITBP Him veers turns up for passing out parade  

AALO, June 3: 401 Jawans, Non-General Duty Condense Course of ITBP turned up for the passing out parade and Attestation Ceremony after undergoing 24 weeks rigorous basic training at ATC 20th Bn ITBP, Aalo on June 2 last.

The auspicious occasion was attended by RKD Singh, Inspector General, North Eastern Frontier ITB along with families of passing out Himveers and distinguished local representatives, school children, Army and ITBP personnel and their families.

Addressing the gathering, Singh said that ITBP is the Elite Force of the Country with its main role to safeguard the 3488 Km long Indo-China Border ranging from Karakoram Pass in Ladakh to Jachep La in Arunachal Pradesh. The force raised in 1962 after the Indo-China conflict to safeguard the northern Indo-China border as special border force to guard border only was assigned the duties of Internal Security and VIP protection which is being performed by ITBP with well efficiency to come up to the need and expectations of the Govt. The force is also inducted in Naxal affected state of Chhattisgarh where the Officers and Jawans of this Force are performing their duties with utmost dedication and professional ease. The force is also contributing its best during the natural calamities by way of conducting rescue and relief operations all over the country.

Ajay Pal Singh, Dy. Inspector General, SHQ(ITA), in his welcome address highlighted the border guarding and operational achievements of the force.

Ramesh Kumar, Commandant 20thBn ITBP lauded the effort shown by passed out Himveers and extended his thanks to one and all for successful completion of the passing out and Attestation Ceremony.

On the occasion, music album of Yanger Toshi Longkumar, Assistant Commandant was also released by singh which was followed with enchanting band display. The parade was concluded by the piping ceremony of 64 Head-Constables, 52Telecom Cadre and 12 Education Stress Councilor out of the 401 newly passed out trainees.

These passed out new 401 jawans included 2 from Andhra Pradesh, Bihar-29, and Delhi-03, Haryana -71, Himachal Pradesh-14, Jharkhand-2, Karnataka-5, Madhya Pradesh-18, Maharashtra-28, Orissa-5, Punjab-5, Rajasthan-43, Tamil Nadu-1, Uttar Pradesh-120, Uttarakhand-11 and West Bengal- 44.

The outstanding trainees HC/TELE Krityunjai Singh, CT/SK Rajkumar Sutradhar, CT/AT Jitendra Singh, HC/TELE Maan Singh and CT/SK Gaurav Sindhu were adjudged as overall Best Trainee, Best in Endurance, Best in Weapon handling, Best in Firing and Best in Drill respectively and were awarded with prizes by Singh for their excellent performances during the 24 weeks long training. DBYC holds refresher course for MIE skill trainees at Gurgaon

ITANAGAR, June 03: About 150 trainees belonging to the three Arunachal batches of Making India Employable, MIE, Gurgaon attended a refresher course organized by Don Bosco Youth Centre here at Gurgaon today.   The students undergoing govt-sponsored skill training on beauty, IT, hospitality and tourism actively participated in the mid-term counseling and motivational training.

The training, an initiative of DBYC and MIE was managed by the resource person, Fr. Cyriac SDB., Director, DBYC, Itanagar.  Aimed at motivating the students to enthusiastically participate in their skill training, the counseling programme touched upon topics such as self-knowledge, moral values, addictive habits and media awareness. Some of the students availed the opportunity as well for personal counseling from the resource person.    

In group and individual sharing, the participants expressed satisfaction over the training underway at MIE.  Some of them, in eloquent terms, praised the initiatives taken by the Department of Industries under the leadership of Chief Minister Nabam Tuki.

The trainees and MIE staff also appreciated the recent visit of Subu Tabin, Director, Skill Development, Arunachal Pradesh to MIE.

“We feel happy and cared for whenever anyone comes from Arunachal to visit us.  It encourages us to do well in our training”, said Tana Anu, one of the trainees under hospitality.

The first batch of students who are nearing completion of  training shortly will soon be placed in reputed companies while the second and third batches are at various levels of training.  

 

 

District Disaster Management Plan meeting held

ROING, June 3: A meeting to chalk out Action Plan for the District Disaster Management Plan was held at office chamber of SDO Roing today.

SDO Yemling Tayeng, in charge Deputy Commissioner, Roing while chairing over the meeting called to prepare an action plan in advance before the onset of monsoon so as to manage any kind of natural calamities that may occur due to heavy rainfall during monsoon. He cited that blockage of surface communication, shortage of essential commodities and break out of disease are the common problem faced due to heavy rainfall and floods in the low lying areas and the river banks.

He called upon all the departments to keep their man, material and available resources ready all the time especially during the monsoon period as the natural calamities may occur any time and to work in coordination with the Disaster Management Department and the District Administration as and when it occurs. He also asked all the HoDs to submit report of any kind of damaged within a period of one month of occurrence of natural calamities, if any during the monsoon period.

DDMO, A Perme while highlighting the District Disaster Management Plan of the previous years has also distributed CDs to the members present and requested to suggest measures to make further improvement or modification in the DDMP.

DFCSO R Ratan, informed that Monsoon Reserved Stocks of rice in addition to the normal allocation of rice has already been placed for Hunli Sub-Division, Dambuk ADC Headquarter and Paglam Circle. 50 Quintals of rice at Hunli Sub-Division, 125 Quintals at Dambuk ADC Headquarter and 100 Quintals at Paglam Circle are already placed as monsoon reserved stock till date.

In the meeting it was also decided to form a District Disaster Response Team soon. All the HoDs actively participated in the meeting and assured to provide any kind of assistant to the District Administration in time of need.

District Planning Committee Meeting for BRGF Held

DAPORIJO, June 3: A District Planning Committee Meeting was held at the Rijo Conference Hall, Daporijo yesterday to approve the Annual Action Plan 2014-15 under Backward Region Grant Fund (BRGF) and for the engagement of a Chartered Accountant. The meeting was chaired by Zilla Parishad Chairperson Sushil Nalo and attended by ZPMs, Anchal Chairpersons, Members of DPC and Member Secretaries.

DPO Same Timba informed the Committee that the proposals for 2013-14 could not be implemented due to fund lapse in the BRGF districts all over the country and so the proposals would be considered in 2014-15. He also informed that the allocation under BRGF in the current financial year 2014-15 was 17.05 crores as against the previous allocation of 18.88 crores.

ZPC Sushil Nalo highlighted about funding and implementation of schemes under BRGF and the guidelines to be followed. Advising all to see to the proper implementation of schemes in their respective blocks, he informed that in the coming years all proposals would be considered on a cluster basis and the good performers would have an upper hand in the funding and implementation process.

He also advised all the PRI members to work together for development of their areas and the district as a whole. Nalo also expressed his wish that the Member Secretaries provide good and proper guidance to the PRI members and work hand in hand.

It was decided by the DPC that the proposals prepared under Annual Action Plan 2013-14 would be treated as proposals against the allocation of 2014-15 and unanimously passed the AAP 2014-15. The DPC also decided that the deductions (due to deduction in central funding) would be done uniformly from the share of all levels of the PRI. DIPRO

Hide and Seek game being played at Naharlagun

Dear Editor,

During the recent eviction drive undertaken by the administration along the roadside at Naharlagun, the streets were cleared off from roadside shops and vegetables vendors. I felt that now the pedestrians will get a better walking space without bumping into each other and the city will glow and look better. In absence of proper sign board and landmark due to overcrowding of streets the visitors from face lot of problems. When the eviction was done, everyone thought roads are going to get wider and clean. But surprisingly in the evening when I came to market, I found everything same like before and vendors were functioning pretty well as if nothing happened. I just overheard some passerby saying “Sab Hide and Seek hai ". Yes, exactly that is what happened. The administration expects a lot from the public. We as responsible citizen should try to execute some of our duties respectively for a better state as our administration has to put more effort in this land of Khusi Khusi from hide and seek.

Acknowledgement to all media fraternity

Dear Editor,

Since from the last decade, it has been observed that the media fraternities of Arunachal are gradually echoing their voices and deepening their footholds without biasness towards any caste, religion etc. They are continuously putting their endless endeavors to uphold the true spirit of journalism by disseminating the news beyond boundaries. Tongam Rina, Associate editor of The Arunachal Times is a leading example from the media fraternity to raise the various issues of the state without any fear which has been recently honored by the ‘Reporters without Borders’ an international organization that work for free press & information.

Likewise, many reporters from the media fraternity are continuously updating us with the latest news despite of the various prevailing odds. However, some of the powerful anti-social elements are actively engaged in assaulting the media person, vandalizing the office which is a threat to the freedom of speech, commonly exists in the communist country or in junta regime. In many parts of the country, it has reckoned the values of media fraternity as a third pillar of the institutions by ensuring the basic freedom to the media group. This is acting as an interface between the Government and the common citizens and also works as a gateway to raise the public grievances directly to the government in order to restore the transparency and accountability of public delivery system aligned to accomplish the underlying objective of the good governance. But, it is appalling to know that the media fraternity is targeted unnecessarily by some miscreants with their personal motives.

But the question lies that if we cannot protect the freedom of expression of the media fraternity than it is difficult to uphold the individual rights of the common people in the state. The need of the hour is to protect the interests of the common citizens inter-alia help the media fraternity to work independently without any pressure from political groups, association etc.

In this regards, All Nyishi Students ‘Union (ANSU) has taken initiative to protect the interests of the media fraternity and convened a joint meeting with the member of Arunachal Press Club (APC) and Arunachal Pradesh Union of Working Journalists (APUWJ) on dated 12th May, 2014 at Hotel Ashoka Itanagar under the aegis of ANSU President Byabang Joram, GS Nyanya Gollo and newly elected executive members.

Chopa Cheda, President (APC) and Azing Pertin, President (APUWJ) shared the grievance of misbehavior by our own people, forceful approach by the organizations to publish their issues in the front page only which is unhealthy trend and  thereafter they also appeal to respect the profession conduct of media fraternity especially print media editors guild. The ANSU team led by president stated for extension of their full cooperation to ensure the smooth functioning of the media fraternity in the state.

Therefore, I do humbly appeal to the entire concern citizen to cooperate with the media fraternity in order to strengthen the third pillars of society for addressing issues of the state to the region & beyond.

Opposition parties are here to stay

The maiden session of Arunachal Pradesh  Legislative Assembly began yesterday with new members being administered oath by pro-tem speaker Kameng Dolo. The sixth legislative assembly has many former engineers, doctor, teacher, bureaucrats as members. These highly qualified members are expected to bring in desirable changes in coming days.

Another interesting aspect of present assembly is the increase in strength of opposition MLAs. Bharatiya Janata Party has formidable 11 members with senior party leader and one of the most vocal members of Arunachal assembly Tamiyo Taga as BLP leader. Peoples Party of Arunachal (PPA) has 5 MLA and its leader in the house, PD Sona is a very good orator.  It is hoped that opposition parties will play strong role this time and will not leave any opportunities to take on ruling Congress if they notice any wrong doing. With BJP government at Delhi, the state unit looks energized to take on Congress government. The days ahead look exciting and  there is general belief that finally opposition parties are here to stay.
