Load restriction lifted
ITANAGAR, June 03: The load restriction order issued by the power department on April 1, 2014 has been lifted with immediate effect subject to short notice restrictions by SLDC, Department of Power, according to a Vidyut Bhawan release.
The restriction has been lifted following improvement in power generation by central power stations.
All the divisions under DoP connected to the grid are asked to keep co¬ordination with SLDC for grid stability.
ACS demands action against irregular doctors

Appeal for early payment of LTS bills
ITANAGAR, June 3: While referring to the FIR filed earlier against ‘unauthorized withdrawal’ of land transport subsidy works bills, one Tarh Kuyu (Tugung) has reiterated his demand for payment of the HTS bills at the earliest.
In a letter written to Chief Secretary, Food and Civil Supply secretary and Director, Kuyu said that four LTS bills amounting to Rs 24.51 crore was sanctioned by the Govt after all codal formalities from the department of food and civil supplies. “But unfortunately and under dubious circumstances, the entire payment was made to an unknown person and not to the genuine power of attorney holder,” the letter said.
Alleging fraudulent withdrawal of LTS bills from the directorate of food and civil supply department, Kuyu further said that no tangible action has been initiated against the ‘erring officials’ for immediate recouping of the money despite an FIR was lodged earlier.
Stating that he was facing untold financial hardship and mental agony, Kuyu urged the Govt to initiate steps for repayment of the LTS bills amount within a fortnight.

AAPTWA against creation of Patkai and Mon Autonomous councils
ITANAGAR, June 3: The All Arunachal Pradesh Tribal Welfare Association (AAPTWA) has opposed to the creation of Mon and Patkai Autonomous district councils in the state.
In its letter submitted to the chief minister, it said, Arunachal Pradesh is predominantly a tribal state in the union of India. This tribal area was known as NEFA and after attaining the status of the union territory during the year of 1972, GoI had granted full fledged state status in the year 1987.
The total membership of the legislative assembly consists of 60 legislators from different community to look after the local development in our state through MLA LAD, SPA, BRGF, BADP with various central sponsored schemes. Besides, tribal people of the state even exercise local self government through Panchayat Raj Institution. A separate department for Tirap and Changlang has also been created, the letter read.

Staff of Art and Culture deptt. bid farewell to retiring officers
ITANAGAR, June 03: The staff of the Directorate of Art and Culture organized a function in the office chamber of Director yesterday to say good bye to N. Namchoom, Administrative Officer and S. Ali, Assistant, who retired on May 31after attaining the age of superannuation.
Namchoom joined the directorate as a UDC in 1986 and rose to the post of Administrative Officer. It was he, who initially dealt the Employment Exchange matters. It is pertaining to mention here that the Employment Exchange was dealt by the Art and Culture Department until 1988. He has contributed a lot in the growth of Employment Exchange Department in the state.
Ali joined as VLW (Sr.) in the Agriculture Department in 1981 and later joined in Art and Culture Department in 1992 as Assistant. He remained in the present post until retirement.

AAPYO team calls on BSNL GM
ITANAGAR, June 03: Anticipating an indefinite bandh call reportedly proposed by Toru Circle Students' Union regarding no GSM connectivity at Kheel area under Toru circle, the All Arunachal Pradesh Youth Organization (AAPYO) president Biri Joy along with its spokesperson Kaling Tasing today met General Manager Telecom G Nageswara Rao at BSNL office here.
During the meeting, the AAPYO president submitted a memorandum informing Rao of the hardship faced by the people of Kheel due to non connectivity in the area and also informed that a tower has already been erected in the area but is still not operational.
"A bandh call may further delay the process and may create misunderstanding among the civil society, so it's important that such situation be averted if possible", Joy said.
Rao while stating that “Kheel is a strategic point and is on their top priority list”, informed that under phase six project, GSM connectivity was supposed to be installed there but as its tender was cancelled, it could not be materialised. He also informed that phase seven project has already been initiated but will take another six to eight months for completion.

Rijiju expresses concern at Bomdila incident

NEW DELHI, June 03: Union Minister of State for Home Affairs Kiren Rijiju today expressed deep concern at the unfortunate Bomdila incident in Arunachal Pradesh where a group of unruly mob on May 27 last had damaged the vehicles of three MLAs of Tawang district during the last rites of Rev TG Rinpoche.
Rinpoche, an internationally reputed monk and close aide of His Holiness Dalai Lama who represented Arunachal Pradesh state assembly for three terms from Lumla seat, had died in New Delhi recently.
“Attacks during such a somber occasion could be the outcome of instigation of the youths by some vested interest group that resulted in social tension,” Rijiju told this correspondent at his North Block office here.
“Arunachalees being peace loving by nature should adopt and reflect peace in their actions,” he said with conviction.
When asked if he would like to conduct a special probe to unravel the truth behind the death which has created lot of misgivings, he said that the Delhi Police have been doing its job and he would seek a report on the issue.
When he said that the state government must have taken the measures, he was told that a committee to inquire into the incident was instituted.

Fire renders 13 families homeless

DAPORIJO, June 03: Seven dwelling houses were devastated and 13 families rendered homeless in fire that broke out at DST Colony near airfield here this morning at around 7.30 am.
Fire brigade rushed to the spot and brought the flames under control before it spread further.
As per preliminary assessment, properties worth over Rs. 40 lakh were destroyed in the fire.
The cause of the fire is yet to be confirmed.
Meanwhile, newly elected local MLA Dikto Yekar provided immediate relief like rice, blanket and utensils to the fire victims.
CYO bats for price regulation
ITANAGAR, June 03: The Capital Youth Organization (CYO) called on director Legal Metrology & Consumer Affair at his office chamber in Naharlagun and urged him to regulate the price of essential commodities. CYO claimed that shopkeepers in the Capital Complex are charging exorbitantly higher rate than the retail prices in every essential commodity such as cold drink, vegetables and other edible items. CYO also requested the director to prohibit illegal practice of hiking prices of commodities and punished the defaulters. The organization also sought for proper checking of license of the retailer and to create awareness among consumers about their basic rights.

Interestingly Chief Minister Nabam Tuki has retained important departments like finance and planning. He will also be holding charges of all the departments which has not been assigned to any ministers. Nabam Tuki gave plum portfolios to the ministers Tanga Byaling, Tapang Taloh, Kamlung Mossang and Gojen Gadi who are considered to be his trusted loyalists. Anjaw MLA and senior Congress leader Kalikho Pul also made sort of comeback by bagging coveted health ministry. Pul did not feature in the first few years of Tuki cabinet as he was considered to be from opposite camp and was only inducted just before assembly was dissolved.
As per the sources, over the last few months relation between Pul and Tuki improved considerably due to which he got such huge portfolios. On the other hand Namsai MLA Chowna Mein once the no. 2 of Tuki cabinet, who was dropped from cabinet days before assembly was dissolved, has been assigned Agriculture Horticulture and Animal Husbandry department. In the Arunachal context these departments are considered to be not so plum and are seen as punishment assignment. In the previous Tuki government, Mein was minister for finance and planning.

But justice has been done finally with Thongdok being elected as Deputy Speaker,” said Japu Deru. Governor, CM mourn death of Union Minister
Itanagar, June 03: Union rural development minister Gopinath Munde on Tuesday died of multiple internal injuries and cardiac arrest suffered following a road accident in central Delhi early in the morning.

Munde was taken to AIIMS trauma centre at 6.30am by his personal assistant and driver and was declared dead at 7.20am.
The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma and Chief Minister Nabam Tuki today expressed shock and grief over untimely demise of Gopinath Pandurang Munde, Union Minister and a dynamic National leader.
The Governor conveyed heartfelt condolences to the bereaved family on behalf of people of Arunachal Pradesh and prayed for eternal peace of the departed soul.
In his condolence letter to Pradnya Munde, wife of Late Gopinath Pandurang Munde the Governor said that Late Munde was a committed leader who constantly worked for the Nation and for the cause of the weaker sections of the society. His contributions to the State of Maharashtra and the Nation will always be remembered by the people of the country.
The Governor further said that in his passing away, people of the country have lost a distinguished political personality and it has caused an irreparable loss to the Nation.
In a condolence message to the bereaved wife Pradnya Munde, Tuki said that in his death, the nation has lost a veteran BJP leader, who served the country in different capacities. Besides, proving his calibre in governance by holding the post of Deputy Chief Minister of Maharashtra, Late Gopinath Munde was Deputy Leader of opposition in 15th Lok Sabha. He made his entry in the Union cabinet for the first time this year after 2014 Lok sabha elections.
The OBC face of BJP, Late Gopinath Munde, who hailed from a poor family, was a grass root leader and a dedicated social worker who tirelessly worked for the backward classes and farmers of the country. “It pains my heart to write to you at this moment of extreme grief. The leaders and workers of state BJP have deeply mourned the tragic demise of Union Minister for Rural Development and Panchayat Raj Gopinath Munde in a car accident in New Delhi today morning.
“I am deeply shocked and saddened by untimely demise of Munde at the peak of his political career, His death is a big blow not only to the party but also entire nation. The vacuum created by his death in the country’s political field, particularly Maharashtra, will be difficult to fill,” said state BJP president Tai Tagak in a condolence message.

Governor exhorts MLAs to respect people’s mandate
ITANAGAR, June 03: Arunachal Pradesh Governor Lt Gen (Retd) Nirbhay Sharma today exhorted the newly elected legislators to respect the mandate given by the people of the state and work towards a prosperous and glorious Arunachal.
"The people of state have great hopes and expectations from this Assembly. When the world is today reduced to a global village, the need of the hour is to shun the politics of parochialism and ethnic identities and focus on the politics of development and unity," the Governor said in his address to the sixth legislative assembly.
He said, jointly capitalising on the strengths and overcoming the weaknesses of the state in a true spirit of camaraderie and teamwork could only achieve the goal.
The people, especially the youth yearn for a better future and the elected representatives should rise to their expectations, he said.
"Arunachal Pradesh is in a stage of transition.... I expect that each of you to anticipate the prospect that awaits our state, assess the gaps of each constituency and work on a road map that will be the guiding light to serve the people you represent for the next five years.
"Let us all pledge to be partners to build together a peaceful and prosperous state," he added. Stating that his government was taking effective steps towards maintaining transparency and accountability in governance and administration by simplification of procedures in many areas, he said the new government would continue to accord the highest priorities to ensure that the concerns of the weakest person of the state to be addressed.
"It is a matter of pride for all of us that Arunachal Pradesh is the first state in the Northeast India to enact a law on Lokayukta.

Highlighting the priority areas, Sharma informed that his government would accord topmost priority to the twin sectors of Health and Education.
"A policy of 'Zero Tolerance' to lapses will be adopted in these two sectors.
We have already launched the Chief Minister’s Universal Health Insurance scheme for attaining the objective of 'Good Health for All'.
Under this programme the benefit of insurance will be extended to 10 lakhs population of the state and will cover all categories of families including government servants," he said.
The focus on unemployment and the "Mission One Lakh Jobs" would be another priority area of the new government.
The beneficiary oriented state Flagship programmes have been very successful and therefore these programmes would continue, he added.
He further disclosed that special emphasis would be given in removing bottlenecks in the speedy implementation of all the projects in the state.

AAPSU urges Govt. to introduce job quota for sportspersons in all depts.
ITANAGAR, June 03: All Arunachal Pradesh Students’ Union (AAPSU) has urged the state government to introduce five per cent job quota for meritorious sportsperson in all govt. departments.
Attending a T20 cricket tournament at Palin, Kurung Kumey district yesterday, AAPSU President, Kamta Lapung assured the union’s all support and cooperation for all genuine causes, including development of games & sports and promotion of talented sportspersons of the state.
Job reservation for meritorious sportspersons is currently implemented in three departments, namely Police, Sports and Youth Affairs and Forest.
Encouraging the youth of the district to take up sports seriously, Kamta said, “Playing sports not help one stay physically and mentally fit but also foster unity, brotherhood among people and develop the leadership quality, inculcate in them the sense of discipline.
Later, Kamta along with his team visited Late Kipa Kache Memorial Complex at Nyapin and decided to renovate the statue and its surrounding area. Kache was a dedicated student leader and gave supreme sacrifice for welfare of the students in particular and the state as a whole. His contribution towards the society would always be remembered, Kamta said.
The AAPSU president has also decided to conduct Martyrs Cup very soon in memory of AAPSU martyrs. The details of the tournament and its schedule will be declared after proper consultation with the executive members, he said.

While expressing concern over tardy progress of PMGSY works AAPSU urged the state government to expedite the construction of road works from Chayang Tajo to Phassang by using the required machineries.
Allegation of fund embezzlement not correct: EE
ITANAGAR, June 03: Reacting to a news item under the heading “Nodal dept. clarifies, shifts blame on……” published on May 28 issue of this daily, the executive engineer of Sangram PWD division, in a release, clarified that five out of the 10 hostel buildings sanctioned were completed and works of the four hostel buildings are near completion as 80 percent of the works have already been completed.
The completed hostel buildings are located at Govt. Middle School, Jamin, Govt. Middle School, Joru, Govt. Middle School, Pania, Govt. Middle School, Dui and Govt. Middle School, Amji. The hostel building which are nearing completion are located at Govt. Middle School, Yaglung, Govt. Middle School, Bangte, Govt. Middle School, Palin Town and Govt. Middle School, Jollang. Construction of the remaining one hostel building at Govt. Middle School, Langbia is yet to be started due to land dispute, the EE informed in a release, adding the hostel building will be taken up on release of next installment of fund by the nodal department.
“The department had decided not to go for double storey construction as all the schools are located in interior places and the topography of the localities were not suitable for double storey construction. However, the plinth area of the hostel buildings have been maintained same as that of the proposed double storey building to accommodate 40 students in each hostel,” the release said. Further, the completed hostel buildings have been verified by at least three officers from other departments on several occasions as per order of the state government, the release claimed.
“Hence, the allegation of fund embezzlement without execution of work is not correct. The department is ready to complete all the buildings on receipt of balance amount of fund from the nodal department,” the release added.
Thousands march in protest against Bomdila incident
LUMLA, June 03: Thousands of people from Lumla marched and rallied today at Lumla to protest the attack on three MLAs of Tawang and vandalization of their vehicles during the last rites of Rev. TG Rinpoche at Bomdilaon May 27.
The attack on the democratically elected legislators is an attack on the citizen and the integrity of democracy, the protestor said.
Demanding justice, BCC president Tsering Tashi said, “Unless a stern and a quick action is taken against these trouble mongers, they will be compelled to take leeway of the law.”
“Today’s rally is not a message of avenge to the barbaric act but a message that we want peace and tranquility in the region”, said Lumla ZPM Lobsang Younten.
After the mass rally, a memorandum signed by ZPMs, ASMs and other political functionaries was submitted to the Lumla ADC Lumla to be forwarded to the Government of Arunachal Pradesh.

Students unions welcome constitution of High Level Committee on Railway Issues
ITANAGAR, June 03: While welcoming the constitution of the High Level Committee on Railway issues by the State Govt. to look into the affairs of Railways in regard to proper checking of ILP, construction of multipurpose bridge over Dikrong river in between Tigdo and Doimukh and reservation of job for local unemployed youths in Railway department, the All Nyishi Students’ Union (ANSU) and All Papum Pare District Students Union (APPDSU) urged the Committee to accelerate formulation of proper and everlasting mechanisms and recommend the charter of demands and submit report at the earliest in the greater interest of the common people.
The constitution of the high level committee is the outcome of joint memorandum cum ultimatum of seven days served by both ANSU and APPDSU to the Chief Secretary on April 28 subsequent discussion with the Chief Secretary, Capital Deputy Commissioner, IGP (Law & Order) and Under Secretary (Political Dept.) on May 7 at Banquet Hall regarding their demands, which included Formulation of proper mechanism and strict implementation of ILP checking system as per Bengal Frontier Act, 1873 in order to check the illegal entry of outsiders into the state via train route, Reservation of job, especially in group C & D in NF Railway, Construction of multipurpose bridge over Dikrong river between Doimukh and Tigdo, according to an ANSU release.
Further, during the meeting, both ANSU and APPDSU expressed strong resentment over the repeated alleged ‘inaction’ and ‘irresponsible’ attitude shown by the state authority despite persistent pursuance in the form of memoranda and series of meetings, the release said.

District Disaster Management Plan meeting held
ROING, June 3: A meeting to chalk out Action Plan for the District Disaster Management Plan was held at office chamber of SDO Roing today.
SDO Yemling Tayeng, in charge Deputy Commissioner, Roing while chairing over the meeting called to prepare an action plan in advance before the onset of monsoon so as to manage any kind of natural calamities that may occur due to heavy rainfall during monsoon. He cited that blockage of surface communication, shortage of essential commodities and break out of disease are the common problem faced due to heavy rainfall and floods in the low lying areas and the river banks.
He called upon all the departments to keep their man, material and available resources ready all the time especially during the monsoon period as the natural calamities may occur any time and to work in coordination with the Disaster Management Department and the District Administration as and when it occurs. He also asked all the HoDs to submit report of any kind of damaged within a period of one month of occurrence of natural calamities, if any during the monsoon period.

Hide and Seek game being played at Naharlagun
Dear Editor,
During the recent eviction drive undertaken by the administration along the roadside at Naharlagun, the streets were cleared off from roadside shops and vegetables vendors. I felt that now the pedestrians will get a better walking space without bumping into each other and the city will glow and look better. In absence of proper sign board and landmark due to overcrowding of streets the visitors from face lot of problems. When the eviction was done, everyone thought roads are going to get wider and clean. But surprisingly in the evening when I came to market, I found everything same like before and vendors were functioning pretty well as if nothing happened. I just overheard some passerby saying “Sab Hide and Seek hai ". Yes, exactly that is what happened. The administration expects a lot from the public. We as responsible citizen should try to execute some of our duties respectively for a better state as our administration has to put more effort in this land of Khusi Khusi from hide and seek.
